APA At Work
Advocating for Regulatory Reform & Building Relationships 

APA works with key regulatory agencies to ensure that they have a thorough understanding of pyrotechnic products, proper classification, storage, handling and use.

Recently, members of the APA Display Committee including Chairman James Burnett, Western Enterprises, Vice Chair Steven Whitt, Wald & Co., and Manufacturing Committee Chairman Ron Walker, Next FX, joined Executive Director Julie Heckman to meet with officials from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF),  including Assistant Director for Enforcement Marvin Richardson and Curtis Gilbert, Deputy Assistant Director for Field Operations.

The group conferred with agency staff and conveyed to them a number of current initiatives which are problematic for the industry and may warrant consideration for regulatory reform. These included:

  • Modernization of Recordkeeping
  • Deregulation of Igniters
  • Clarification of “Articles Pyrotechnics” Definition
  • Incorporation of Industry Variances
  • Status of ATF Salute Testing

The session was very productive and agency representatives provided useful guidance on how the industry might best approach achieving its goals in these areas. This ATF meeting is just one example of how APA members help lead the fireworks industry in cultivating strong relationships with government agencies.
